ESG: Regulations Summary

A new regulation has been established on foreign branch campuses in Hainan

The Interim Regulation on the Establishment of Institutes by Overseas Higher Education Institutions (HEIs) in the Hainan Free Trade Port (HFTP) ("the Regulation") was jointly issued by the Ministry of Education (MOE) and the Hainan Provincial Government to encourage wider, deeper, and more flexible cooperation in international education. The Regulation outlines in a methodical manner the fundamental rules governing the construction of institutions or campuses by foreign higher education providers in the HFTP, based on the Law on HFTP and the Master Plan for the Development of HFTP.

The Regulation demands rigorous adherence to Chinese laws and rules, with no violations of the nation's sovereignty, security, or the general welfare. The campuses are governed by regional educational administrations because they are recognised as legal entities in China. They must provide classes that introduce the Chinese Constitution, laws, moral principles, and national circumstances. Additionally, they should only plan social events or open gatherings that are permitted by pertinent national laws.
