Mr. Li Donglin has been the Chairman of the company since July 2018. He served as the Deputy Chief Engineer, Deputy General Manager of the Rail Transport Department, Director of the Manufacturing Centre, and Deputy General Manager of the Sales and Marketing center at CRRC ZELRI. Mr. Li served as the Chief Marketing Officer of the Company from 2005 to 2007, and Vice President and Party secretary of the Company from 2007 to 2009. From April 2010 to January 2016, he served as an Executive Director and the General Manager of the Company.

Mr. Liu Ke’an has been the Vice Chairman of the company since 2020. He also served as the Chief Engineer and the Chief Designer of CRRC ZELRI. Prior to this, Mr Ke'an was the Director-technology department, Director- project department, Deputy Director of the company since 2005. He also served as the Chief Technology Officer, Vice General Manager and Chief Engineer of the company from 2012 and 2016. Previously, He also served as the Director and General Manager of the company.

Mr. Liu Zehua has been the Chief Financial Officer and Deputy General Manager of the company since March 2020. Prior to this, he served at Zhuzhou Institute's Wind Power Division as Deputy General Manager and Chief Financial Officer. Mr. Zehua also served at Huaneng Panjin Wind Power Co., Ltd., Huaneng Tieling Daxing Wind Power Co., Ltd., Huaneng Tieling Wind Power Co., Ltd., and Huaneng Tieling Kaiyuan. He held various roles at Zhuzhou Institute.

Mr. Tan Yongneng has been the Chief Administrative Officer of the company since 2018. He also served as the Director and General Manager at Times Electronics. Prior to this, Mr. Yongneng was also the Director at CRRC ZELR from 2004 to 2005. He served as the Director at f CRRC ZELRI from 2008 to 2010.
