Mr. Herman Gref is the Chairman of Executive Board and Chief Executive Officer of the bank. Prior to this, he served as a Minister of Economic Development and Trade of Russia from 2000 to 2007. Mr. Gref also served as a First Deputy Minister of State Property of Russia from 1998 to 2000. Previously, he served as a Vice Governor and Chairman of the Municipal Property Committee of the St. Petersburg Mayor's Office from 1997 to 1998. He also served as a Deputy Chairman and First Deputy Chairman of the Municipal Property Committee of St. Petersburg Mayor's Office from 1994 to 1997. Earlier, he served as the Chairman of the Property Committee and Deputy Head of Petrodvorets Administration from 1992 to 1994.

Mr. Anton Siluanov has been the Chairman of the bank since 2020. He also serves as a Minister of Finance of the Russian Federation. Prior to this, he served as the First Deputy Prime Minister of the Russian Federation, Minister of Finance of the Russian Federation from May 2018 to January 2020. He also served as the Minister of Finance of the Russian Federation from May 2012 to May 2018. Earlier, he held various senior-level positions in the Russian Federation from 1989 such as Director of the Department of Intergovernmental Fiscal Relations, Ministry of Finance of the Russian Federation, Head of the Department for Macroeconomic Policy and Banking of the Ministry of Finance of the Russian Federation, Deputy Director of the Budget Management Division, and 1st Grade Economist, among others.
