Mr. Zhao Shunqiang has been the Chairman and Chief Executive Officer of the company since April 2021. Prior to this, he served as Director in October 2020; and President in August 2020. Previously, he served as the Vice General Manager of CNOOC International Limited and the President of CNOOC Uganda Limited. Earlier, he served as General Manager and Director in various divisions of COSL group. Mr. Shungiang also served as Vice President of China Offshore Oil International Engineering and Manager of China Offshore Oil Northern Drilling Company.

Mr. Xiong Min has been the Chief Compliance Officer, General Legal Counsel, and Vice President of the company since May 2022. Prior to this, he served as the General Manager of Malaysian Joint Venture of COSL; and Vice General Manager of COSL Oilfield Chemicals Division. Previously, he was the manager and Vice Manager of COSL Oilfield Chemicals Division; and Technology Supervisor and Manager of Cementing Operation Company, Tanggu Base, COSL Oilfield Chemicals Division. Prior to this, he served as Sales Engineer at Lincom Pty Ltd. Earlier, Mr. Min served as Junior Engineer at Huanxiling Oil Production Plant and Research Institute of Drilling and Production Technology.
